Incorporate external data (trends and best practices, regional economics, UT System strategic plan, peer benchmarking)
Reengage faculty - complete engagement input & refresh engagement report
Communicate per the project plan (focus on project redirection and extension)

Phase 3: Goals and Engagement November 2017-February 2018
Steering Committee charged; assess data; draft high-level strategic goals
UT System Board of Trustees (briefing)
Task Forces formed and charged
Build out draft strategic framework - tactics, metrics, resources needed, performance goals

Communicate per the project plan (updates)

Phase 4: Draft Strategic Plan and Business Plan February-April 2018
Steering Committee meets - task forces present; SC finalizes first plan draft
Leadership Team reviews, affirms
Develop draft business and resource plan framework

Phase 5: Stakeholder Engagement & Final Draft Plan April-May 2018
Broad stakeholder engagement
Draft implementation framework (with Year 1-2 priorities)

Leadership Team finalizes plan, implementation plan (with Year 1-2 priorities and accountabilities), budget, dashboard
